When did that kick in? Is it a tax on top of normal sales tax?

from my understanding It is a drip drip thing in terms of timeline
when tariffs were imposed suppliers already had stock inventory at 'old' prices
once the inventory is sold out the new prices will start to kick in, will have different timelines for different industries and different companies

President Donald Trump announced an agreement on Thursday to extend the current 25% tariffs on certain Mexican goods imported to the United States for 90 days. That means the higher 30% tariff that Trump had threatened will be pushed off for at least three months.


Trump said he and Mexican President Claudia Sheinbaum had a discussion on the phone earlier in the day.


“I have just concluded a telephone conversation with the President of Mexico, Claudia Sheinbaum, which was very successful in that, more and more, we are getting to know and understand each other,” Trump said. “The complexities of a Deal with Mexico are somewhat different than other Nations because of both the problems, and assets, of the Border. We have agreed to extend, for a 90 Day period, the exact same Deal as we had for the last short period of time.”

Trump said Mexico would immediately drop its so-called non-tariff trade barriers, but he didn’t specify what changes Mexico would make.

It's a federal and provincial sales tax combined.
You're cross-talking about different things. @Phisher is talking about tariffs apparently but this is not that.
The HST El is talking about is a plain ol' sales tax which is regressive by definition. It's less bad compared with similar tax regimes elsewhere in that lower income folk receive rebates of a portion of the tax collected and it doesn't apply to basic necessities like groceries.

And El, not all provinces use the HST.
