He's always been pretty dumb and incoherent, at least during his political campaign.
I recall the first few years in office, he would say crazy, incoherent shit and the response from people on his level was always-
"Thats not what he actually meant."
Remember how the term ALTERNATIVE FACTS manifested?
It makes it hard (alteast for a layperson like myself) to say, his he actually sun-downing or just exhibiting the same stupidity he always has.
Take this famous speech for example, it screams more of madness than cognitive to decline?
