so the campaign made a promise, and later trump said:

"They do that for danger too, because it endangers certain people, et cetera, et cetera, so Kennedy is very different from the Epstein thing but I'd be inclined to do the Epstein. I'd have no problem with it."
he had the opportunity to walk back what his campaign had promised, and he reinforced it instead.
i don't see how you can interpret this as NOT being a campaign promise. now, pols break campaign promises all the time, but i don't think it's appropriate to suggest this wasn't part of the campaign or what he ran on. people had a legitimate reason to expect him to follow through, and he's done the opposite.
