Biden even managed to set a new precedent with the stupid rule, so now there's really nothing stopping any President from giving their administration a free ride to do whatever they want. Don't know why Trump hasn't given his entire staff and family pardons for crimes 100 years in the past and 100 years in the future, because he can literally do that. They could empty every single prison if they wanted to with this nonsense.
