Telling the voters how much it would cost would have made his idea even more unpopular than it was. So no, he lied to voters during the campaign.
That's not accurate. Trump hypothesized about how Mexico would pay for the wall, even during his campaign. In 2016, Trump sent a 2-page memo to the Washington Post outlining several options on how Mexico would end up paying for the wall:

Whether it was through cutting off remittances, taxing them, renegotiating existing trade deals, etc..., Trump outlined a variety of ways that Mexico would ultimately provide funding for the wall. Mexico cutting a check directly for it was not one of them.

Regardless of how this money makes its way into the coffers of the U.S. government, Mr. Trump still needs congressional approval to allocate funding towards building the wall. It isn't as if the Mexican government can cut a check to Mr. Trump personally, or even to the U.S. government, and stipulate that the funds be put towards border security.
Donors, even American citizens, can't donate/gift money to the government and then stipulate how that money is spent. That is why the current GoFundMe account for the wall will ultimately be refunded to donors. All money donated/received must be set aside for "general use", and then go through an allocation process.
The ridiculous idea pushed by the left-wing media that Trump never had a clue how Mexico would pay for it, or that he's gone back on his word because he's asking congress to allocate funding towards the wall, is ignorant, dishonest, or both. Trump was very clear about how Mexico was going to pay for it. And asking Congress to allocate funding towards the wall is a necessary step to getting the wall built, regardless of how Mexico ended up paying for it.
