they actually cut the clip. The point was Northern California diverts water to the ocean to prevent floods since they do get so much water, where as the south gets none.
proper infrastructure and management could solve the states problem. Here are links for reference
nyt article is from 2023, the Forbes one from 2015, showing it is an obvious, ongoing problem. Why do they let billions of water go into the sea and wasted when bottom half of state is drought? Lol

Drive down central CA on I-5 and damn near every farm has a huge sign saying stop wasting our water.
