Thread is light on details. Can they fly with a laptop checked in with your luggage, and just can't bring it into the cabin of the plane? Or can you not even put a laptop in your luggage?
I don't at all find it unreasonable that you would have to check a laptop AND cell phone along with shipping the laptop battery separately when flying from those places. Morocco, SA and UAE have produced people who have committed acts here or against us and our allies.

UAE has a pre-clearance component to their airports that is run by US Customs and Border Protection. It is the same security standards as the US and is manned by US officers.
