Does it make sense to train in warm outfits? I mean, not to cut weight
    before a competition but generally?

To lose weight yes, I've heard of people using black bin liner bags, under clothes, but you must drink plenty of water or you'll dehydrate.

What would the point of doing it be if it's not to cut weight?

All that does is cut water weight, has nothing to do with burning fat. that kinda weight cutting is only good in a pinch, like if you are a few pounds over weight and need to cut before weigh in.
