One big thing hurting California VS Texas is that their education system is not much better then Texas. On top of higher Taxes and higher cost of living is having areas doing much better then others in education. This is if I was going to point out one huge problem facing manufacturers in California. I think California should eventually like New York set up tax free zones. Following New York's progress these zones promise 10 years of taxes free operational zones for smaller companies. Its worked wonders in New York drawing companies to the state even facing higher operating costs but offset by considerable tax breaks.

Cali's education is fine. There are so many universities in the state with more than a handful being top 20 universities. Even tax breaks wouldn't help us because unlike NY most of the state is expensive regardless of taxes. You could make taxes zero in California and it would still be one of the most expensive places to live and do business in the country.

Texas is untapped potential with a lot of things going for it. Its cheap there and there is a lot of oil money for investment purposes. Also when you get to the (south) east of the state it is actually a pretty nice place to live in terms of weather and things to do.
