Districts are drawn first and foremost based on population and coherent communities until you hit the population cap for a district. An eye should also be taken toward competitive races, not entrenching incumbents. Partisan gerrymandering should also be avoided.

If you can't understand a sentence as simple as districts should be built around smaller units such as cities (aka don't try and build districts to dilute voting blocs), you're a moron.

Full disclosure I stopped reading about half was through the 2nd page because it got so farcical. Cheering California for doing what you condemn Texas for doing makes you look fucking stupid. You all should just list your political party in your in you usernames and just keep rubber stamping "I agree with my party and I hate the other party" or "I disagree with your party and I hate you". If Texas shouldn't do it because it is illegal or unethical then California shouldn't do it either. Be better.
