The state, The United Kingdom employed these people to help prosecute a war against their people. The state has an obligation to them for the consequences of that employment beyond the period of employ.
In exactly the same way the United Kingdom is responsible for the way it's veterans are treated when they stop being useful. It's not for charities to step up by taxing poor people's compassion to pay for their treatment. In the same way it's not my job to house a migrant.
