I think ther X-files hit on a rather different style to a lot of such shows as well, a lot of monster of the week episodes don't really conform to the typical three act structure that strongly, there more like say classic John Carpenter like The Fog were most of the time is devoted to building up atmosphere/character.
The OP talked about believability or just watching a lot of episodes, well I think its much easier to look past the show "resetting" each episode than it is individual episodes having to jump though the 3 act hoop too much. Actually keeping the plot fairly simple much of the time I think means you can have a lot more variety in atmosphere/character.
The X-files I think is quite rare in that it really flew out of the gate, very strong first season with Squeeze(Tooms the liver eater) the second episode BUT also had longevity. A lot of the time shows which start strong don't last but being able to take that simple formula and shift it so much really helped sustain things.
Yeah, and while it definitely was on the wane in the final couple of seasons there were still some very memorable one-off episodes.
