No actually they don't. Now there are cases where the victim not being willing to testify means theres not enough evidence (ie. the Kobe Bryant case), but if they have enough evidence, the victim testifying isn't absolutely necessary. This happens more so in domestic violence cases where the victim is back with the alleged abuser and refuses to testify but the court can use physical evidence, photos and the victims statement on what happened as evidence in a trial.

We can’t say that definitively. A allegation that police or prosecutors determine not to be prosecutable is not necessarily fake. This isn’t a black and white crime, like someone shot some guy in the head and it was either me or it wasn’t me. Sexual assault allegations can involve two people who recall events exactly the same and yet disagree about whether a crime occurred.

This. Just because a crime isn't prosecuted does not make it fake. There could just not be enough evidence to get a conviction and lawyers love their conviction/got them off rates.

This. The girl is supposedly a girlfriend of someone in Dee's family... something like that. In any event she's someone within that circle of local people who surround and very probably live off McGregor. She also didn't report the crime herself, someone else did when they saw the state of her....all of which would suggest that she might very well both be put under and then concede to pressure to refuse to testify because a messy trial would almost certainly kill the Golden Goose. And without a victim there's no case to answer.

Well, problem is, they didn't arrest Conor until several weeks afterwards which is not how they would do it in the States. Normally, you would bring in the suspect as soon as possible to hear his story and check him for the bite marks etc. So unless it turns out that he actually did come into the police station the next day AND they checked him for wounds, they probably won't have that evidence. As for the victim, it's reported that they collected forensic evidence 'that would be damning' in a trial.
