Well as the saying goes : "To the victor goes the spoils".

He is the winner(though I'm sure he doesn't feel like one right now) who felt he needed to reiterate(in case some weren't paying any attention or forgot, due to Sexual-Assault-GATE) what he stated in regards to the clerks.

It was his victory speech and he was entitled to say whatever he felt needed to be said, "self-promotion" or not.
