Why are you surprised? You are aware that he was appointed by Sessions who was a Trump appointee? Dems have been saying that Rosenstein shouldn't have been over the investigation.

"Did you or anyone on your staff memorialize your conversation with Mueller?" the senator asked.
Barr said a staffer took notes on it.
