Anybody who has any understanding of government contracts, funding, accounting/auditing, etc can tell you how much time it would take to figure out something like this. A month? It would take way longer than a month just to compile all the federal contracts and their modifications that occur LOL....even longer if you actually want to read them. That's without even getting into examining the actual money, where it's going, etc.
