I have a job. I'm just acknowledging there is a difference in discretionary income. I wouldn't ask a person making 20k a year to pay the same rate as me. It makes far more sense for the first 20k to be a lower rate and the next 20k a higher rate. Keep in mind, with a progressive bracket, we both paid the same rate on that first 20k. We aren't demonizing the higher than 20k people by raising the rate. We are simply acknowledging the first amount of income you receive go to basic needs and the later income doesn't.

Too much blow back to screw around. the W-2 better show that you paid the minimum salary or that employee has to leave and the company is going to be charged by USCIS. That's not something a company is going to screw with.

Companies getting visas for workers and paying them less than the prevailing DOL wage is not where abuse is happening, it's employers using undocumented workers. That is unambiguously illegal.

Honestly big businesses don't fuck with employment laws because they know they will be audited. It's small businesses that mess with illegals.

Recently Urbn Outfitters bought Vetri Restaurants in Philly and had to let 30 people go because they couldn't pass the citizen/visa background check. One of the guys worked for Vetri for over 10 years.

20% of 100k is still more than 20% of 20k - so in fact, they are paying more into the system and in all likelihood, use less. Putting higher rates on the proceeding brackets is effectively taxing that persons success. Congratulations on that raise - now give me 33% of it. Thanks for working overtime, give me 25% of it.

And I'll just add that there is no excuse for hiring undocumented workers or workers with invalid documentation. USCIS provides a very good online service called e-Verify. it takes 1hr to train and they provide training all of the time (I must get an email every 6 days about another session). It couldn't be any easier to verify worker eligibility.
