Barr is a white house cabinet member...he flirted hard with bs to make it sound as good for Trump as possible, and he did it purposely without lying or totally ruining his credibilty. When it comes out and the report basically trashes Trump (which you and I both know is not going to be a glowing endorsement of Trump, fair or not), Barr will have given Trump all Trump could have hoped for...several weeks to pretend he was cleared to get some sort of positive spin out there.That's a harsh (implicit) attack on Barr's character. Why do you question his character this way?
Furthermore, given that Mueller publicly denounced Buzzfeed's misreporting of his investigation just two months ago, I think it's unlikely he would sit idly by if the AG blatantly mischaracterized his investigation.
Barr represents the DOJ. His job was to give a fair, legally accurate summary of the Mueller report's conclusion. 'Collusion' is not even a legal term in this context, so of course Barr didn't use that word.
A case in point on being disingenuous...Barr could literally have said how many pages were in the report and given some indication of it's length and taken time to review it...but he wasn't after review, he was after a temporary win for Trump. Barr likely told Trump, I'm not gonna outright lie and I can't totally spin this, but I'll put MY STAMP of judgement on it and you can declare victory before we inevitably have to deal with the bad news within.
Barr played politics, I don't think he's some devil or even a bad person, and I think he agrees with what he says in his letter...but he knows full well most people aren't going to see it the way he does. Two things are 100%...Trump knows what is in the report, and Barr has told him he can't keep it secret, though he can delay it.
Now we wait, Barr has done his duty to the president and I'd assume from now on he's off that "repayment for the job" train and Trump is just going to have to deal with whatever comes out. Frankly, this move on healthcare will hurt more than anything in the Mueller report. That tactic is really weird, unless he just knows there is something awful in the Mueller report that's going to come out and he's just going to go ham on red meat for the base from here on out to keep his core supporters, which are his ultimate protection in the senate.
