Is this the greatest threat to our future? Ill tempered and impulsive individuals procreating at an accelerating rate? Is there an ethical way to curb this?
Maybe a bigger focus in our education system on just how big of a task raising a child can be, and the ramifications of being a bad parent?

I think a lot of the worlds problems would be reduced if only teachers made an effort to be effective in teaching kids to not be stupid assholes.

Funding and advertising planned parenthood in low socioeconomic neighborhoods is a good first step.
Also, add voluntary sterilization in exchange for money at the PPs. Use the brainlets' and junkies' low impulse control against them in an ethical way.
Obviously cut off NGO support from places that are breeding as if they're living in extreme scarcity, while all their offspring survive due to Western interference. That is unsustainable, by 2050 shit might hit the fan World War Z style.

It's absolutely not a teacher's job to teach that kind of stuff. That's on parents and even stupid people can have and teach manners

It's not their job, but it sure would help. Also, what's a teacher supposed to do when some little asshole kids act up in class interfering with other kids' ability to learn? In reality, I think kids spend more awake time with teachers than with parents. Kids are more likely to act up in school than around parents who think they're little angels.

It’s not about effort. Teachers don’t have the time, resources or authority to teach ghetto/trashy kids basic manners. When they do attempt to discipline kids, the parents complain to administration or the school board and the teacher is told to lay off.

This, and to make things worse it's not the child's "fault", even if they make 0 effort. I have a friend who is a high school teacher in the Philippines. Not only do they follow our "no red pens for grading" because it hurts "confidence", they aren't even allowed to fail students. So there is 0 incentive to even try.

Half the time in my city that's Uber drivers. Every time I see a near accident or behavior so unbelievably selfish (like a three point turn in the middle of downtown, blocking both directions) it's some fuckface Uber driver.

No hyperbole, no joke, the only reason I'm sitting here typing this in good health and not dead or horribly wounded is my reflex time dodging an Uber driver. I was walking across a street from sidewalk to sidewalk, not even crossing it. I usually wear my hoodie up but for whatever reason I felt like wearing it down. Might have saved my life. I barely saw the dude coming barreling out of the corner of my eye, trying to cut in front of two lanes of oncoming traffic to make the turn where I was walking. It was like Solid Snake dodging Revolver Ocelot's first bullet, I felt the air of it going by. I was so shaken all I did was scream at the car as he stopped like fifteen feet up. I saw the Uber thing in the dash. I wish I was more collected because I would have either taken his license plate or dragged his stupid Uber ass out of the car and beating him to half to death.
 
It’s a massive issue.

I think there should be a test of some sort that you have to pass in order to reproduce.
