People shave their head to support those who lose their hair involuntarily due to chemotherapy,

PVZ not shaving her head is a big deal because it says to those young girls who are losing their hair "you should feel ugly for being bald" rather than "hey its no big deal ill shave mine too"

No one made her say she would shave her head, it was her own choice, but not sticking to her word and backing out is pretty low, why wouldn't she just shave it? It grows back insanely fast and its not like the UFC or Reebok would dump her, the backlash they would get for doing so would be absolutely insane.
