I live in a apartment just in case I can't get a Tire what could I use?

Medicine ball???

Perhaps tie it down so it won't move

Do you live near a wooded area? Go beat on some old logs and stumps.
 
a tire. I don't see the problem. you're not going to be swinging that shit around inside, so just take your sledge and tire elswhere. go to a park. and tires are free, it doesn't get much better.
 
An old house thats about to be demolished. Once my friend was about to expand a room and needed to knock a wall down, I offered to help, and we smashed it down with sledgehammers. The wall wasn't load bearing, but we built a support for the ceiling for safety.

A cheap $50 car from the wreckers, try to compact it into a small cube (I've never done this, but I think it would be fun), make sure the petrol tank is empty, leave the cap of for a week to make sure it all evaporates.

Breaking things when sledgehammer training makes it satisfying.

A tire is most practical, and it gives a recoil.

Why would'nt you be able to get a tyre, they're free. I got the weirdest look from one of the guys at my nearby garage when I walked up and asked if i could take one of the tyres from the pile by their bins so i could hit it with a sledgehammer. Must have thought i was nuts.

OMG, That is what Im going to do for my next birthday. A freakin "Break Stuff" party with sledge hammers and other heavy objects. That would be sooooo much fun!! That you for this idea!!! I can buy like 5 $50 cars and go to town with friends!
 
watch out for asbestos when your smashing houses down though esp. if they're old houses
