That's pretty easy using Frame Animation in PS, and will even be easier using Video Timeline Animation. Just mask or cut out the eye on a .png on the top layer (I'm assuming that's how you did it). If you use Video Timeline it's really easy to wiggle around the eyeball to keep it placed where you want. For example you can keep it centered or even have it moving back and forth in just a few clicks.

My first attempt was trying to cut the terminator eye gif to the shape of Eddie's and layer it on top

That gif is only 3 frames per second so the shoop doesn't look too good. Did my best.
