He's treated like comic relief even though he's on a huge win streak, reminds me of how Leon got treated too.
Leon became a meme to the casuals, but hard core fans always enjoyed his virtuoso style, even though he wasn't a finisher. The problem with Belal is that, in addition to being risk averse, he is, as @HHJ described him, a 'meat-and-potatoes' fighter - nothing he does is particularly impressive or pleasing to watch. Aside from winning, he doesn't check any of the boxes that matter, and that doesn't translate into a big fan base.
