Well, it's not that scientific. Why look into it that deep? This isn't the big bang theory.
 
Tortoises move slowly, they don't easily encounter each other. When they see each other they bang and the females can retain the sperm for upto something nuts like 6 years.

They just wait until the environment is right and they are in the mood to be pregnant and then they make it happen. Pregnant at their leisure in their own schedule.
