Moderators: Debate moderators will be Dana Bash (CNN Chief Political Correspondent), Don Lemon (Host of "CNN Tonight"), and Jake Tapper (Host of "The Lead with Jake Tapper" and "State of the Union")

Qualifications: To qualify for the second round of debates, candidates had to fulfill one of two criteria: either get 65,000 donors to their campaigns, with at least 200 donors in 20 different states, or obtain at least 1% in three polls recognized as legitimate by the committee.

Rules:

  • 60 seconds to respond to moderator-directed questions, 30 seconds for responses and rebuttals. Colored lights will signal warning of time remaining.
  • Candidates attacked by name will have 30 seconds to respond
  • No show-of-hands, no one-word-answers
  • Interrupting candidates may receive time penalties

The first debate was an interesting lesson in early election movement. Julián Castro and Kamala Harris both did very well in their respective debates, each imo winning quite handily, but have returned toward their pre-debate positions. Harris is now carrying an RCP average of 10.5 while Castro is stuck at 1.0. Tulsi Gabbard impressed many including young people, but is carrying a mere 0.8 into the second debate.

Joe Biden, who appeared to falter and crack under pressure from Harris, has bounced back to a 32.0 average. Bernie Sanders has spun his wheels and sits at 16.2 with Elizabeth Warren on his heels at 14.0. Pete Buttigieg continues to float at 5.7 and has not had the same small breakthrough as Harris. Beto O'Rourke's campaign holds on by its fingernails at 2.8, and the Andrew Yang campaign is stuck at 2.0.

The biggest surprise failure may be Cory Booker. He's in the press a lot, a prominent senator, a good speaker and intelligent, but is way down in the basement at 1.5.

All of this goes to show that early debates do not produce the results we would intuitively expect. So we should not put too much stock in them. The only candidate I would say with confidence saw a real bump from the debates is Harris, and even she slipped a long way back after stealing the spotlight in night two of June's debate.

Night #1 is the Shit Show... those participating just suck and have no real chance.

Night #2 is the event with the Candidates that have a chance: Biden, Harris, Biden, Harris, and Biden.

The ability for Tulsi Gabbard to show off, win again on Night #2 will likely be thwarted by the Moderation Team. The Democratic Party will never forgive her for disrespecting Hillary Clinton and quitting the DNC Campaign last year when she exposed what Debbie Wasserman Schultz, Donna Brazile, and Stephanie Blake Rawlings did in the primaries to the Clinton opponents.

Night #2 may be Tulsi's only chance to gain traction, unless of Course Google Shuts her down again like they did after she won her first debate.

I predict that Kamala goes after Biden again, but that the moderation team protects him more this time and that he is better prepared. Harris will still have some attention whore move, so it may be entertaining on Night #2. The MSM will declare Biden the victor.

Night 1 with Bernie and Warren together this time. Will CNN have targeted questions to try and get them to differentiate on their progressive policies? As of now, they seem merely different messengers of the same platform.

Night 2 Biden will be standing between Kamala Harris and Corey Booker. 1st night Kamala ripped into Biden for his vote against de segregation bussing as well as his perceived compliment of some white supremists. She got her temporary poll boost from this race based attack and could be looking to do again (although I'm sure Biden will be better prepared). Corey Booker recently hit on Biden for his authorship of the 1994 tough on crime bill that is now seen as racist and very harmful to inner city blacks, more than just about any one bill since Jim Crow. Biden could be forced to play a lot of defense and trying to counter from both sides (literally)
