There are lots of exercises out there but for strength gaining purposes, what are some safe, low- risk exercises i can do that won't give me degenerative disk disease or some kind of fucked up injury in the future?

Neck harness; you can load it however light or heavy you need.

Neck harness with rubber band attached to the door. Your head posture evaluated by a chiro or pt and do those movements that strengthen your posture in a positive way. And don't sit at a computer all day.
For instance, if you have head forward posture, train to get your head (ears) back over your shoulders, hip and ankle. And do chin tucks with rubber band resistance.
