No, they are applications that you run on a computer in your network. They are DNS proxies that block ads. They work by using lists of domains associated with ad agencies. When they gets a request to resolve a domain, it checks the URL against the list. If there is a match then it won't resolve the domain.

Using this method, you get whole network ad blocking on any device connected to your network. You just have to point your router's primary DNS server to the local IP of the pi-hole/ad guard machine.

If you use Android, then you can just use Firefox. I believe Firefox mobile supports plugins so you can just install an ad blocker.
