Some euro refineries might process heavy crude with API gravity >10 API° and sulfur <4.5% and this is heavy and sour crude. However low number of such refineries.
They also might process light sweet crude so will agree only if reasonable discounts....

If crude doesn't have too high vanadium content. With sulfur is eaasier to deal with plus with lesser equipment wear for processing.
