Yes, on paper it is dedicated arsenal with more than 60 large warehouses for ammo etc stuff. Including underground storages and tunnels, bunkers etc. Also not just concrete bunkers...usually reinforced concrete panels with high strength and durability are used a lot...I think it's safe to assume now that Ukraine's Palianytsia missile drone has a minimum range of 500km.

NEW DELHI, Sept 19 (Reuters) - Artillery shells sold by Indian arms makers have been diverted by European customers to Ukraine and New Delhi has not intervened to stop the trade despite protests from Moscow, according to eleven Indian and European government and defence industry officials, as well as a Reuters analysis of commercially available customs data.
