This won't work on more experienced grapplers, they move the arm once they feel threatened by it. It's also more of a strength move that requires a lot of strength to pull off. Most BJJ practitioners focus on technique moves and not strength moves.

Forearm choke is fine, when you do rear naked chokes you use the forearm as well, just opposite sides. It's the hand around the windpipe that's illegal (rape choke).

Yes, they just don't want you wrapping your hand around the windpipe and pressing or squeezing on it. You can easily damage it that way, that's why the move is banned.
