T1, the whole movie had an action level like it was shot out of a cannon. The only lull is introducing Linda Hamilton. From there it is constant action but not just for the sake of action. The Terminator was a singularly driven machine with one purpose and he was going in a straight line from point A to point B for the shortest distance and anything in his way was getting cut down.
Robocop was great in that it had a funny villain, the commercials and OCP stuff was funny and the action was great. Weller did a great job.
That all said they are both action movies and if I'm grading action movie vs action movie it's gotta be T1.
