There was an interim title exactly BECAUSE Tito wasn't stripped of his title. Not yet. If he had refused to fight the winner of Couture/Liddell he might very well have been, but the Couture/Ortiz fight was a title UNIFICATION bout. Can't have a unification bout if only one guy has a belt.
