It was actually a prestigious belt until the dipshit bookers in the late 90's started to book the belt like that to devalue "mid card" belts.
Dusty Rhodes for example was a multiple time TV Champion during one of his hottest runs ever as a top guy in the mid 80's. Ricky Steamboat was a multiple time champion throughout the early 90's.
The booking and how a champion carries themselves is what makes a championship prestigious. Look how much Gunther for example did to re-establish the Intercontinental title as being something important, which it wasn't for a long time before him.
