It does and it doesn't. If you believe ATM Eric's story, he didnt even want Luger and he lowballed him intentionally hoping he'd turn it down. So why have a title incentive in there? Then that doesn't sound like something Luger would care about either. He just wants the zeroes at the end of the check!
