Yes on the last point. No on the first point. Think about it, this juvenile billionaire super fan has an unlimited supply of money, and a product that few watch. If you have a name, and these guys start sending out feelers to you, you're gonna crack a smile, because there's no actual "worth" that they calculate. They just want some fame. You're going into negotiations with a guy who just wants your name and likeness, in hopes that it will either generate interest, or simply keep you off WWE TV. You're negotiating from a place of power. Khan doesn't know anything past getting you signed. You'll rake that motherfucker, because he's not calculating your actual value. He thinks success comes from recognition, and will offer you damn near anything for it. It's easy money.
It's why guys like Chris Jericho are making stupid amounts of money, despite not delivering results that actually justifies it. Khan is simply trying to out-buy the WWE, because that's all he knows. He has unlimited money and he'll throw it around. Good for the talent, but the company is directionless. Sure, you can put these guys on TV, but without any meaningful creative for them, they're just guys putting on matches. You could save yourself a lot of money, and just hire independent guys to do that shit. Khan has an amazing ability to make stars job guys. Not in the "losing" capacity, but just kind of being there doing whatever everyone else is doing. You don't need a Moxley to do what Moxley is doing. You could get some hardcore wrestling bum to do the same shit at a fraction of the cost.

Look, I've watched the show. It's a glorified indy org. They don't care about anything, except impressing the marks and their God, Dave Meltzer. Technically, creative is subjective. I'll grant you that. My subjective opinion is that they don't know what the fuck they're doing from one week to next, other than putting on "five star matches" between literally anybody, including champions vs jobbers.He's definitely not trying to "out buy WWE" for the sake of it. AEW's payroll is a fraction of WWE's and he's been releasing people and letting contracts expire without re-upping them. The guy doesn't have a problem regulating his payroll.
The problem with your second paragraph is everyone is involved with storylines, it isn't just "matches". "Meaningful" creative is subjective, but they all definitely have creative.
