Black ball only gets returned to it's usual spot after it's been pocketed (went in hole). I've played computer games where you get points penalty if you touch black ball before the designated ball first.

Don't know if it applies in real life. Pro's usually hit their target no matter what

If the black spot is covered, then you put it as close as you can get it (on the center line) to its spot without it being a touching ball
