There's only one fight I know I'd like to see (Volkov/Pavlovich) on the card. The location is another problem. UFC/WWE/TKO aren't getting a penny of my money for these Saudi Arabian misadventures.

The prelims start 3 hours before the main card still or have they adjusted it?

Everywhere I'm seeing still advertises the prelims 3 hours before main card. That's 2 fights per hour. Which is pretty normal.
