For impact on the game, it's even more one-sided in Shaq's favor.
Shaq changed the way teams built their rosters. Teams had no choice but to load up on bigs. They also changed the rules because of him (hack-a-shaq, allowing zone/multiple defenders in the paint...). They also had to improve the equipment because he kept breaking everything.
Jokic has virtually no impact on how teams build their roster, the rules of the game, or the equipment, whereas Shaq literally changed the trajectory of the league on his own.
They would probably have to change the rules again with today's rules.
