Probably because steroids are one of the most common forms of PED.

Especially in brazil. You get it everywhere there and a lot of people take them even without athletic need.
Very little aversion in that society against them. They are not really schooled on the negative effects especially on women if its not closely monitored. Not meant as a jab against Brasil which is a wonderful country and I know of enough american athletes on the sauce but its really big there everywhere. They tend to overdo it.

You need to be subtle about it.
Never say this fighter is on steroids but he might, allegedly is on steroids or say he had a drop after usada,you can say his teammates popped or say things like:he's jacked,explosive and has good cardio?

Dancing on the razor is an art.
Also if a fighter has failed a drug test then link the case on the usada website to be safe.
There's also exception you can say some very sus fighters are on PED and get a pass.
Also sometimes it's very obvious you get a pass.
Like Shane Carwin. Yes he didn't pop in the ufc but his name was dropped in a steroid ring federal trial.
