Yes, often it does. However, they're are still very distinct things and still very different crimes. Murder is murder and rape is rape. Murder and rape often go hand in hand too, but you don't automatically tie rape in with murder unless it actually happened. Trafficking isn't either of those things. It's just carrying drugs. There may be murder indirectly involved somewhere along the line, but that would be tried as murder. Trafficking as an offense is carrying drugs and there is no way in hell such a thing should carry the death penalty, particularly as the people that are caight trafficking in 99% of cases are the lowest of the low, at the very bottom of the food chain, and make no dent as there are a million more to take their place at the drop of a hat. They arent even a drop in the ocean. Might as well start killing street users too. The punishment is miles beyond the crime and is nearly always born out of pure desperation, poverty, nothing left to lose or coercion.

Until they wrap their thick heads around the problem, all they're doing is running in circles that has literally no effect whatsoever. There are more drugs in circulation now than there ever has been, ever, by a fucking country mile.
