It's an overly simplistic approach to tarrifs. Reciprocal tarrifs do not mean "we'll all use the same rate". Tariffs are only on goods. That's just one part of a trade deal. For example, the US has a trade deficit with Canada on goods, but a surplus on services, and those services they sell to Canada have 0 tariffs. Trade deals also have things like intellectual property rights. Plus trade deficits can be a positive, because it means companies in other countries have more USD$ that they partially invest into the America (eg buying stocks in USD). It also doesn't take into account taxes that end up in America, from American companies based abroad. Plus if America sends $100 parts to China to make a phone, and then the phone is imported by Walmart to sell for $120, the bulk of the wealth generated ($100 from $120) is in America, but the import-exports show in favour of China (USA 120 import-100 export, China 100 import-120 export).
