Yes it is fake, or better yet edittted.

It is a longer video cut down to cut out the other people in the frame so you don't see Joe moving to interact with them before turning to interact with others. By removing the others is just looks like he is lost.

You would have to search for the original full video. I think I saw it on Ari Melber (?) show where he ran both side by side to show the cut outs and how they impacted the view.

I mean, does this really surprise you? Do you not know MOST of the right clips on Biden are edited in various ways for a right derp audience?
