In fairness, I think he's just using as a means to try and implement what he said he was going to do anyways. It's when he has to start telling the middle and lower class that they will be having taxes raised too, when he fully turns into Mayor Brandon Johnson.

Bottom line is that these types know nothing about running a business, let alone a fucking city, so they always end up like Homer Simpson's character in that "garbage man" episode. Promise, promise, promise, spend, spend, spend, broke, broke, broke. And the horse whipping commences...
