There was a boom that he had nothing to do with, and he was heavily criticized for heavy spending which ultimately left the next administration with a new deficit despite the brief surplus.

I disagree. I don't know how old you were when he was in office, but he was always a lunatic. I remember how much damage he did leading into 9/11. For instance, he ignored pleas to update NYFD communications, which led to hundreds of firefighters dying because they couldn't be reached when the towers came down.
He insisted they put the EOC in Tower 7 when he was warned repeatedly that a critical OPs center should absolutely not be put in a known target; when the tower fell, they were blinded. He wanted it there because it was walking distance from his office. The father of my girlfriend at the time was an FDNY chief and they hated him.
He was always crazy; he left his wife in 2000 by announcing it in a press conference before telling her.
Feel free to take my opinions here with a grain of salt, I had a personal connection to his 9/11 failures and it has always irked me that people credit him for anything good and ignore his catastrophes that caused great harm.
Also, I'm progressive and his policies (stop and frisk, broken window) heavily targeted non-white communities, and part of the perception of his success was his reclassification of crimes to juke the stats (crimes were downgraded with showed as reductions in the more serious tables).
