Look at the timeline.
Sykes-Picot is almost immediately followed by Wilson winning on false pretenses then betraying the American people.
Not surprisingly, this isn't the only instance where you will find his rhetoric contradicting his actions as you have correctly identified.
Then right after is the Balfour Declaration.
I know Israel wasn't created until 48, that's not the point. They wanted Britain to control Palestine with official support for Zionism.
