Fascism is a system that works a certain way. You're describing corruption, which can be an aspect of fascism but it doesnt equal fascism in and of itself.

This is the problem lately with all these terms being thrown out as pejoratives rather than actual labels. Theyve lost their meaning, like racism, transphobia, etc and theyre just being reduced to a common shared trait.

It's not like the AG is refusing to prosecute which would also be bullshit, they're refusing to sign a warrant so it can be further investigated.

I would argue in context of all other actions of the Trump admin, the appointment of loyalists over competent professionals, the mass layoffs of government workers to do the same, the forced firings of military leaders, the forced firings of inspector generals, the complete impotence of congress ceding their powers to the executive, and the open partnership between the executive and private interests it's starting to look a lot like the early stages of fascism.

In a vacuum, sure maybe it's just routine corruption, but we don't exist in a vacuum.
