This is impossible to do....I guess its not impossible, but youd probably have to have a 1st grader as your elections director to do this.
Basically what happens, and again this is from a different states point of view. Voter registration ends on a certain date. Counties then begin about a 2 week long process of verifying all of their voters, making sure everyone is correctly registered and active. They then begin the process of consolidating all of the precincts within their county, which ALL county elections clerks know the # of. Its not like one can just suddenly go missing.
The counties then generate the # of registered voters in their county and match that number up with all precincted poll books. The county will then send all of those poll books to a printing vendor, who also has the exact # of precincts the county has so they can print and return the correct amount. The county then receives the printed poll books, and then the director and all officials will go over all the poll books and sign off on them, but not before matching up ALL of their precincts.
This can absolutely NOT happen.
