Neck strikes

High kicks hit the neck all the time and the ref doesn't care.

Jewtuszko hit Njokuani in the neck which led to the finish in that fight.
 
If you avoid the throat and spine you are good but it seems risky if you try to hit the side of the neck and miss.
 
The throat is illegal.

The back of the neck is included in back-of-the-head rules, so it's illegal to target unless you contact the ear.

Traditional Dojos do incorporate some striking and thrusting into their training but they are illegal in competition and not part of the grading system.
