That was a bad response. They should've just said that there's no evidence of anything suspicious because there isn't.
Now that there are a bunch of people on the ground actively scrutinizing this, most of the "drone" sightings are just aircraft that can be verified and tracked with real-time transponder data.
There's also a bunch of idiots, like the former governor of Maryland, confusing stars for drones.
It's amazing how easy it is to kick off a mass hysteria event.

Why would they need such a contrived and potentially expensive operation an excuse?
Don’t you think they could just do it and say it’s necessary to keep up with modern day national security? It’s not like they’re changing the constitution or taking away civil rights.

This has become my leading theoryWho knows? My guess would be they (Navy and other agencies) are testing out some new tech while at the same time using those tests to create enough fear that people will be begging them to change the laws.
If they didn't do it that way people might fight against the legislation changes since more drone capabilities at more local levels means one step closer to a total police state.
What I do know is every single cop and politician at that briefing went on at length about changing the laws. And they said they are voting on it this Tuesday. Hmm.
