My basement has a dirt floor. It's not so much a basement as a sort of sinkhole for my furnace and water heater. That said this isn't America so my shit's third world technically

Maybe it's just newer builds.
My house is from the late 50s.... and I still think around then you needed to have a concrete floor on top of a gravel bed. Even if you're not in a floodplain (which I'm not located in).

The gravel bed allows water to collect (opposed to the hydrostatic pressure pushing up on your concrete floor) and then if it builds up high enough will it collect in drain tile that will shunt the water to your sump pump and then spitting it out further away from your house.
